Mushrooms will only grow in dark areas with a  light level of 12 or less. You can only plant mushrooms in bright areas or directly under the sky if you plant them on a podzol or mycelium.

Mushrooms only require shade to grow. Other than that, they are quite easy to propagate as they don’t need water and can even survive the harsh environments in the Nether. You can easily plant mushrooms inside a building or a cave.
